User Roles:
Network Administrator: Controls accounts and access to all Rural Clinics and Medical Centers
Rural Clinic Technician: Collects information about each referred patient
Medical Center Administrator: Previews the EMR of all referred patients and assigns a Medical Specialist to consult on the case.
Medical Specialist: Reads all patient information and provides a professional opinion and treatment plan. Follow up if necessary.
All users have their own unique ID and Password

| Consultation Work Flow: |
- Rural Clinic Technician: Opens patient case by collecting
demographic and medical history from patient and decides which
medical center to refer the patient too.
- Medical Center Administrator: Previews referred patient data and
decides which Medical Specialist will manage the patient.
- Medical Specialist: Reads patient data, provides expert opinion
and treatment plan and closes cases.
